Abstract

Annex X of Dayton Peace Agreement defines the competences of the OHR. After the first post-war elections held in 1996, international actors saw that the political elites had no interest in establishing institutions at the level of Bosnia and Herzegovina, which were necessary for the functioning of the state. In December 1997, a conference was held in Bonn where the competences of the High Representative were expanded. The main research question in this paper is: What is the role of OHR in the process of building institutions in Bosnia and Herzegovina. We will use the comparative method in order to compare the dynamics of the use of Bonn powers in different periods, as well as the role of the High Representative in political processes. In addition to the comparative method, we will also use the descriptive method and content analysis in order to unify and better interpret the previous analyzes and works dealing with this topic. The relevance of the topic stems from the fact that this year marks the 30th anniversary of the Dayton Peace Agreement, and Bosnia and Herzegovina is in the biggest post-Dayton crisis.
